Cosumnes River College receives program of study validation

I am proud to announce that Cosumnes River College (CRC) obtained the National Centers of Academic Excellence in Cyber Defense Program of Study Validation from the provided by The National Security Agency and The Department of Homeland Security.  This validation will now allow CRC to pursue designation as a Center of Academic Excellence in Cyber Defense (CAE-CD).  The National Security Agency and The Department of Homeland Security recognizes that through CRC’s program(s) possess the ability to serve our nation well by contributing to the protection of the National Information Infrastructure.

Improving Career Education Pathways into California’s Workforce

By earning a credential, Californians can increase their wage returns by 20%; for some credentials, such as those in health care, gains are even greater. But only about one quarter of students who pursue career education complete a credential within six years. When students enroll full-time, however, they have higher completion rates.

To help students complete credentials, programs need to be more flexible and offer more financial support, according to stakeholder interviews. Stakeholders include employers, industry groups, and workforce development agencies; they note that internships and apprenticeships benefit students and employers, and press for more sustained engagement between colleges and employers, which can help both keep up with labor market needs.

1st Annual SME Manufacturing Expo

The theme of the 2021 SME Manufacturing Expo is: “Connecting the Regional Manufacturing Network” explained Jeff Briggs, SME member and Regional Director, California Community Colleges (CCC) Advanced Manufacturing North Region (Edu2Mfg). “Instead of arranging tours at local manufacturers, we are encouraging industry, educators and students to come together at the Expo,” said Briggs. The Manufacturing Expo will be held on National Manufacturing Day, Friday, October 1 at the Rancho Cordova City Hall, located at 2729 Prospect Park Dr.

Briggs indicated that businesses and organizations can sign up now to be exhibitors. “There are many benefits to being an exhibitor,” said Briggs. “Increase sales to local companies, recruit employees and connect with high school and college faculty members who are building the pipeline of future employees. Buckle Up: ARC Advanced Transportation Training Gears Up to Meet Accelerating Demand

 

It might be hard to remember a time before three-point seatbelts, but since they made the scene in 1959, it’s estimated that more than a million lives have been saved. 

Fast-forward to today’s newest safety measures, upheld with advanced electronics like computerized controls, radars and sensory cameras, and soon, it will be hard to imagine driving without these crash-curtailing innovations.

“Things are changing daily within the industry when it comes to technology,” says Galen Hartman, automotive instructor at American River College and a former auto shop owner for 26 years. From Advanced Driving Assistance Systems (ADAS) like lane departure controls to collision monitors, he says active safety tech is here to stay: 

“All of these things are cutting-edge, and there’s a definite need for our students and the industry to have them.”

The driving demand has helped the school secure its first Employment Training Panel (ETP) contract, resulting from Assembly Bill 118 for alternative fuels and vehicle technologies programs. ARC will be training a minimum of 57 incumbent workers in ADAS, hybrid, and electric vehicle tech by the end of 2020.  

Industry partners like auto repair giant Caliber Collision are thrilled to have ARC upskilling their workforce.

Swiss Army Nurses: Northern Colleges Provide Vital Cross-Training to Meet Departmental Demand

For healthcare employers, the fast-moving field of nursing can feel like a particularly frustrating game of whack-a-mole. 

Hire an extra hand to staff the ER, for example, and suddenly… there’s a shortage in surgical or obstetrics. That struggle for attrition, familiar to any hospital administrator, has only intensified in the wake of COVID-19. And because each environment presents such unique challenges and requires such specific training, it’s not like you can just “mix and match.”

In fact, with the benefit of a bit of career education, it turns out nurses can do pretty much anything

“Our partnered transition-in-practice programs have gone a long way toward addressing immediate staffing needs to ensure adequate personnel are available to provide safe, high-quality patient care,” says Lawson Stuart, Director of Clinical Education and Professional Practice at Dignity Health of Sacramento. “The programs have afforded existing staff the opportunity to train into a new specialty field of interest.” 

Dignity Health is just one of the industry partners collaborating with California Community Colleges to deliver these cross-training programs from Sacramento to Eureka. Bolstered by funding from the Health Workforce Initiative (HWI), the innovative effort represents a surgical approach to the persistent problem of specialty nursing shortages. 

“Despite aggressive and costly recruiting efforts, it can still be very difficult to fill vacancies with experienced RNs in Labor & Delivery, Emergency Department, Surgery and the ICU,” says Stuart. “Developing local training programs has proven an effective solution.”

 

‘Students for Life’: CUHSD’s ‘Rodgers Ranch’ Targets Ag’s Aging Problem

California’s heart has always been its heartland. The state’s agricultural abundance boasts more than 400 commodities, with dairy products, almonds, grapes and walnuts worth well over a billion dollars each.

Yet, despite fertile land and essential growth, farmers are facing an ongoing labor shortage. According to supply chain software company GEP, the average age of farmworkers is 60 and nearing retirement, with very few 25-to-35-year-olds joining the industry.

“My business can’t move on if there aren’t kids behind us becoming farmers,” says Patrick Andersen, President and CFO of Andersen & Sons Shelling, Inc. 

The fifth-largest walnut processor in the state with more than a century of agricultural excellence, Andersen & Sons is committed to the long-term growth of farming. That’s why the company is an industry partner of the nearby Corning Union High School District (CUHSD). Says Andersen, “The kids, they’re our future. So, we need to support them as much as possible.”

Andersen & Sons was a key player in helping the District plant 47 acres of walnut trees this summer at “Rodgers Ranch,” Corning’s large-scale agriculture lab. Much, much more than your average school farm, the 177-acre ranch boasts a herd of registered Black Angus cattle, a wetlands area, a show barn, a farm store and an annual pumpkin patch producing more than 1,000 gourds.

According to Superintendent Jared Caylor, “What we’re trying to do out there is to create an exceptional example of a learning lab for career technical education.”

Creating K-12 Computer Science Pathways in Rural California Schools

Many of our Far North County Offices of Ed are participating in the CS4NorCal project led by Sacramento County Office of Education.  This effort is intended to jumpstart better computer science education pathways in our more rural communities.

Thankfully, this program has a strong interest in aligning K12 CS education pathways with our Community Colleges.  I am so honored to be participating in CS4NorCal representing our Far North Community Colleges to help make K14 alignment stronger, our K12 pathway coordinators are also involved. Being a member of the new Far Northern CA Computer Science Teachers Association (CSTA) Chapter will also help us gain national support for our emerging CS pathways.  There is strong evidence in regional programs producing high quality results and we look forward to the many successes this project will generate.  As of now Glenn, Lassen, Modoc, Plumas, Shasta, and Siskiyou Counties are participating.

Going Soft: SiskiyouWorks Debuts ‘Ready for Work’ Curriculum for K-12

Soft skills” are, evidently, hard to find.

Nearly three in four employers say they have a hard time locating graduates with adequate soft skills – like leadership, communication and problem-solving – according to a Cengage survey. In Siskiyou County, that gap was particularly apparent:

“Our workforce really lacks the soft skills, and that was very clear when we were doing asset mapping from our industry partners,” says Marie Caldwell, Director of SiskiyouWorks. The organization has recently completed its years-long Siskiyou Occupational Advancement Roadmap (SOAR) in conjunction with local industry and educational partners, including the College of the Siskiyous and the region’s high schools. 

The map pinpoints workforce and educational gaps within the county and aims to bridge them. Most prominent were the critical soft skills students need to be career-competitive. With the help of Strong Workforce funding, SOAR is taking flight in 2021, debuting a new curriculum in regional high schools known as “Ready for Work.” The program ensures that students master business essentials, covering everything from aptitude testing to resume-building and work-based learning.

“What business and industry have shared … is that they want K-16 students to have these basic skills so that they don’t have to spend time onboarding them,” explains Strong Workforce Program Coordinator Dr. Bright Nichols-Stock. She helped develop the new curriculum and now trains and supports the Career Technical Education advisors placed at each high school. 

The Ready for Work curriculum starts with basic teamwork, work ethics and customer service skills. Students also practice searching for jobs, filling out employment applications, and performing mock interviews with actual industry leaders. There is even a personal finance module, where students learn the basics of calculating paychecks and taxes, with a budgeting section covering house and car payments.

Cross-Cut Careers: Shasta College Collaboration Merges Critical Industries

When Shasta College became the first school in California to earn a commercial timber license for its award-winning Heavy Equipment Logging Operations (HELO) program, it opened up possibilities in the lumber industry… and beyond. 

This year, Shasta is saying “HELO” to business, inviting accounting students to handle the books for timber sales. This unique, cross-sector pollination is creating opportunities for both CTE and business students to bloom bigger than ever. 

“The cross-discipline training being offered by Shasta College is unique and innovative,” shares industry partner Dr. Timothy Robards, Staff Chief of Forest Health, Wood Products and Bioenergy at CAL FIRE. According to the fire protection administrator, the accounting collaboration will have wide-sweeping implications for both business and ecology:

“Merging the two is critical to the success of a forest products business, and the success of forest products businesses are critical to the state of California in sustainably managing its forest lands.”

It’s an urgency echoed by Angela Cordell, Regional Director for Business and Entrepreneurship in the North Far North Region. From her perspective, the synergy represents an ideal way to expose accounting students to real-life work experience. “They will have a better understanding of the numbers,” says Cordell. “Then, they can make recommendations if they see an opportunity to save money.”

Technology-Careers Exploration Summer Institute (TESI)

Butte College just wrapped up the first ever Technology-Careers Exploration Summer Institute (TESI) for high school students.  The program includes IT Fundamentals training provided by Butte College faculty as well as on-the-job training with local employers Lulus, Stratti, Ray Morgan, and Butte County IT.  The goal of TESI is to spark student interest in pursuing careers and education in technology,  and to increase connections between students, educators, and employers. TESI is also a wonderful way to expose high school students to high quality tech education provided by our North State Community Colleges and to jumpstart more internship, articulation and dual enrollment programs.  Due to TESI we now have interest from our industry partners to start more formal internship programs with Butte!

Students from Chico High, Hearthstone Charter, and Las Plumas High participated in the intensive 3-week summer education and job shadow program.  We couldn’t have asked for a better group of students to be pioneers for this new program, their diversity of experience and interests contributed to the success.  We are so appreciative of Chicostart (our local tech startup incubator) for providing the classroom space.  Each student received Butte College credit and are now prepped to take the CompTIA IT Fundamentals+ industry recognized certification test.  Some students are excited to sign up for more Butte ICT courses and one student was offered an internship next year with a participating employer.  The student badges made by the Butte College Create Space were spectacular as well.

SUMMARY

Unemployment— Unemployment rates fell for the fourth straight month in May. The average unemployment rate in the Far North is 6.6%. The average rate in the Greater Sacramento (North) subregion is 6.4%. Unemployment rates in several rural counties with higher-than-average unemployment rates are rapidly decreasing.

Labor Force— May data indicate that the labor force in the subregions continues to stagnate, with modest gains and setbacks. In May, the labor force in the Far North increased by 1.2 percentage points compared with rates in January 2018. The labor force in the Greater Sacramento (North) subregion increased just 0.6 percentage points, having changed little since summer 2020.

Industry Trends— Job numbers in many key industry sectors (health care, government, manufacturing) have returned to near pre-pandemic levels. Jobs numbers in other sectors (construction, transportation and logistics) have surged ahead of pre-pandemic levels.

Hospitality Trends— Jobs numbers in the Far North are 85% of the levels in early 2020 before the pandemic. In the Greater Sacramento (North) subregion, the figure is 72% of pre-pandemic levels; the hospitality sector is only incrementally gaining jobs in the subregion. The data suggest that a share of the workforce in hospitality and tourism has switched industries to growing sectors.

Hiring Challenges— The state and the nation are in a tight labor market. Jobs postings volumes indicate hiring challenges in all sectors, but especially in construction, hospitality and tourism, and manufacturing, where volumes have surged.

Paradise is Not Lost: Butte College Construction Keeps Rebuilding Efforts ‘Butte Strong’

When the 2018 Camp Fire destroyed 90 percent of the structures in the town of Paradise, it also devastated a workforce. 

And while the wounds of the disaster remain fresh for the nearly 28,000 community members who were displaced, the town’s burgeoning industrial vibrance can seem like a distant memory.

“Prior to the fire, almost 50 percent of the tradespeople in Butte County lived in Paradise,” says Charles Brooks, Executive Director of the nonprofit Rebuild Paradise Foundation and a Butte College alum. 

Those professionals lived in the most fire-affected areas and were forced to leave, further compounding the preexisting workforce gap. Now, with Paradise facing the largest wildfire recovery in California’s history, there are not enough workers to reconstruct the town. “We’re in a major, major deficit of what we’re going to need for the trades workforce,” says the director.

But where there are challenges, Brooks, who lost his home in the Camp Fire, also sees hope. He says Butte College has stepped up to foster much-needed workforce development through Career and Technical Education, pivoting with alacrity to serve up training for in-demand, well-paying jobs.

Good grades are one thing. A good education is something else. And while most every California high school student graduates with the transcript to apply to college, many lack practical skills to apply to life

Enter the International Baccalaureate Career-related Programme (IB-CP), a dynamic  set of curricula for high school students, grounded in hands-on learning. The program aims to produce well-rounded, well-prepared grads, and with the support of community college, K-12 and community partners, it’s beginning to bridge the gap for students in the Sacramento region. 

“Academically successful students were not taking any CTE,” says Alicia Caddell, CTE Coordinator for Folsom-Cordova Unified School District. “They had no idea of the benefits of CTE programs.

“College and career. It’s not either/or for those kids. It’s both.”

Two years ago, Cordova High School became the fifth California school – the first bearing “Title 1” status — to complete the IB-CP selection process successfully. With the help of Strong Workforce funds, and the support of an energetic faculty and community, the IB-CP Patient Care program is heading into year 3 with plenty of momentum.

“We want to prepare our students for careers in high demand,” says Zandi Llanos, Teacher and Coordinator for the IB Diploma and Career Programme at Cordova High School. “The healthcare sector is a significant employer … a CTE pathway in the medical field is necessary for our Sacramento region.”

NorCalCyber Mayors Cup 2021 Introduces Students and Community to Cyber Careers

Chico Senior High School in Chico Takes Top Award at Competition, is Honored by Mayor Coolidge and City Council
THOUSAND OAKS, Calif., June 1, 2021 – Today, the City of Chico honored the high school students from Chico Senior High School who won the 2021 NorCalCyber Mayors Cup – Far North region.
On Saturday, April 17, educators, industry representatives, students and local mayors celebrated the successful conclusion of the NorCalCyber Mayors Cup 2021, an annual event bringing together nearly 200 students from middle schools, high schools, and colleges across the region to compete in a single-day event. This year’s NorCalCyber Mayors Cup was held virtually due to the Covid-19 pandemic.
The NorCalCyber Mayors Cup brings awareness to cybersecurity careers and provides students an opportunity to engage in team-based learning. The Sacramento County Office of Education and the California Community Colleges North Far North Regional Consortium hosted this year’s event. The event was organized by SynED, a national non-profit organization that identifies emerging best practices for effective articulation between employers, job seekers, and education providers.
Four Mayors participated in the Awards ceremony, including Chico Mayor Andrew Coolidge. He was joined by Darrel Steinberg of Sacramento, Jill Gayaldo of Rocklin and Gloria Partida of Davis. The competition
“game” was hosted on the Cyber Skyline platform, the same platform that is used by the well-known National Cyber League (NCL).

South Tahoe High School students to build tiny houses for community

SOUTH LAKE TAHOE, Calif. — A new school project will not only help students get real world work experience, it will also make a small dent in South Lake Tahoe’s housing problem.

Starting next year, students at South Tahoe High School who are in the construction path of career technical education will begin building tiny houses.

“We came up with this idea of adding tiny houses in upper level classes to add more diversity to classes and have a CAPstone project which will tie everything they’ve learned together in one project,” said Lake Tahoe Unified School District’s Kim Carr.

South Tahoe Career & Technical Education offers technical skills training to help students enter the workforce right from school. Construction is one of the 12 CTE pathways offered.

Students in the construction pathway learn and develop basic construction skills such as framing, electrical and plumbing. The classes are taught by professionals in the field.

SUMMARY

Unemployment— Unemployment rates continued to slowly decline in the North/Far North region. In April, the Far North counties’ average unemployment rate decreased by 0.6 percentage points, falling to 7.2%. The unemployment rate decreased by just 0.2 percentage points, to 6.8%, in the Greater Sacramento (North) subregion.

Labor Force— Labor force numbers dropped again in March and April in both subregions. In March and April, the Greater Sacramento (North) subregion’s labor force declined by 1.8 percentage points. In the Far North during the same period, the labor force declined by 1.1 percentage points.

Wind Beneath the Workforce: Siskiyous’ SOAR Plan Achieves Liftoff

When it comes to sustaining local talent pipelines, most rural areas face a similar problem: young adults migrate away because they think there are better job opportunities elsewhere. 

But in Siskiyou County, not only are there plenty of possibilities right in students’ backyard, but as district supervisors have long lamented, there is also a booming regional demand for skilled workers that, if left unfilled, will hurt local businesses. 

That’s why College of the Siskiyous is working hard to turn Far-North towns into workforce development hubs, keeping talent close to home.

According to Christina Van Alfen, Program Grant Manager for Career and Technical Education at the College, “The idea came together that we needed to engage with industry partners even more and really look at the whole package of how we can start to work with our employers locally to keep our students here.”

The journey began in 2015 with the California Career Pathways Trust (CCPT) grant, awarded to COS and its high school partners to promote pathways in Career and Technical Education. When the College convened with industry partners and realized they were losing young workers, improving career pathway strategies became an immediate priority

       

A Builder’s ‘Big Break’: ‘Construction Bootcamp’ Bridges Skilled Labor Gap

When it comes to paving the way for crisis-proof careers, Sierra College’s new construction bootcamps are essentially unstoppable.

Beginning in Fall 2019, the College has been connecting students to a suite of three non-credit courses, allowing them to earn their OSHA 10 certifications while networking closely with potential employers… all in just seven to nine weeks.

“The attractiveness of a program like this is that it allows students to explore without losing anything but time — time that will most likely lead toward a passion in their life,” says bootcamp instructor Louie Garcia, Faculty Chair for Construction and Energy Technology at Sierra College. “All you have to do is show up and learn.”

Developed in partnership with the North State Building Industry Association (BIA), the bootcamp affords participants the standard industry requirements and 21st-century skills that businesses need.

“There is a shortage of skilled labor currently,” says Amanda Reynaud, Executive Director of the North State Building Industry Association Foundation, an organization representing over 550 members and 50 thousand industry jobs. She explains that while more than 7,000 positions will need to be filled in the region by 2022, “no one’s pushing out people to meet those numbers.” Such a labor shortage would affect home affordability, especially at a time when companies can’t build fast enough.

Cross-Sector Regional Industry Advisory Meeting Gerontology, Geriatrics and Business Services in the Field of Aging

On April 22, 2021, the North Far North Regional Director’s for Employer Engagement, Julie Holt and Angela Cordell, partnered with the Center of Excellence’s Ebony Benzing  and Valley Vision to host an industry advisory on Gerontology, Geriatrics and Business Services in the Field of Aging. The advisory was attended by more than 40 participants.

Jeannee Parker Martin, President and CEO, of Leading Age California presented valuable information on the California Master Plan for Ageing with five overarching goals regarding services, housing, decreasing isolation, workforce development, and equity gaps. Martin shared the core values and mission for Leading Age that includes policy, equity advocacy, workforce development and aging services for California’s mature adults to assist the expanding population of over 5.6 million over 65 years of age.

Poll: Nearly half of parents don’t want their kids to go straight to a four-year college

A Gallup survey, commissioned by the Carnegie Corporation of New York, a philanthropic foundation, and released April 7, 2021, found that 46 percent of parents said they would prefer not to send their children to a four-year college after high school, even if there were no obstacles, financial or otherwise. Only a slim majority of parents — 54 percent — still prefer a four-year college for their children. (The Carnegie Corporation is among the funders of The Hechinger Report.)

New student ambassador program in South Lake Tahoe

SOUTH LAKE TAHOE, Calif. — A new student ambassador program in South Lake Tahoe will help keep the city clean and safe during the tourist season and also give students paid, work experience.

The Lake Tahoe Student Ambassador Program is a partnership between the city of South Lake Tahoe, Lake Tahoe Unified School District, Lake Tahoe Community College and Sierra Nevada Alliance.

“In the past year we’ve seen this increase in visitors, and there’s been a lot of complaints and concerns that there are certain areas where there’s just too many visitors to manage,” said Kim Carr, LTUSD. “And so we’re really needing more eyes and more people present so that we can remind people and help people appreciate the natural beauty of Tahoe but also help them understand what it is to be a good steward.”

NorCal Cyber Mayors Cup 2021 Brings Students, Educators and Community Together

The North Far North Regional Consortia is so proud to see the results from our NorCal Cyber Mayors’ Cup Competition this spring!  Over 200 Community College, High School, and Middle School students participated in the April 17th competition.  During the month leading up to the event we held weekly cybersecurity webinars featuring hands-on cyber activities and keynotes from prestigious industry partners and government officials in which students, parents, faculty, and community members participated.

This yearly event is not only a wonderful way for our students to participate in competition and team-based learning, but it connects them to career opportunities and industry partners as well. Involving City and County government officials like the local Mayors really adds to increasing awareness for all-critical cybersecurity skills and occupations.

The regional partnerships we have developed between the NFN Regional Consortia ICT-DM Regional Directors (Wendy Porter & Cornelius Brown), Sacramento County Office of Education, the ICT-Hub, CS4NorCal, K12 and Community Colleges have streamlined our ability to bring these amazing opportunities to our North Far North students and faculty.  The strength in these partnerships is extremely encouraging for improving tech education and workforce development for Northern CA’s future.

NorCal Cyber Mayors’ Cup is a wonderful way to excite students about careers in cybersecurity and to participate in more of our yearly events, strengthening their skills and their knowledge on following a productive education pathway to the tech workforce.

Innovative Pathways to Public Service- Pathways to Health Careers: COVID Response in Our Community

Julie Holt, RDEE for health in the Greater Sacramento Region hosted a virtual event for Pathways to Public Service Health Careers:  COVID Response in Our Community on April 9, 2021. This event was provided in partnership with Sacramento County Health Department, UC Davis Health, Innovative Pathways to Public Service, Sacramento Employment Training Agency and the Institute of Local Government.  Over 120 students from ten local high schools attended the event that featured Dr. Blumberg, MD, who is a leading COVID pandemic expert with a specialty in Pediatric Infectious Diseases at UC Davis Children’s Hospital in Sacramento, California.  Dr. Blumberg provided information about his personal journey to becoming a medical doctor as he shared about his commitment to public health, serving others and advocating for policies for health communities.  His expertise and inspiration were an excellent resource for teens considering a career in healthcare fields.  Additionally, Nicki Fairbanks presented on the unique aspects of a career as a pharmacy technician that correlates with the Cosumnes River College program as a crucial career in the pandemic response.

Advisory Meeting-Automation & AI in Agriculture and Manufacturing

On Friday, April 30th, in partnership with Valley Vision, the Regional Directors from the Agriculture (Carrie Peterson), Advanced Manufacturing (Jeff Briggs), and Information and Communications Technologies (Cornelius Brown) sectors hosted a regional advisory meeting in the North.  The topic of the meeting was Automation and Artificial Intelligence in Agriculture and Advanced Manufacturing.  There were 70 participants in the 2-hour zoom call.

The first panel was an employer panel discussion around the automation and AI being used currently in these sectors.  Speakers included: Greg Ahart, VP of Operations from Superior Farms (lamb processing; Raf Peters, CEO and Founder of Qcify Inc. (nut processing sorting equipment); Patrick Andersen, President and CFO of Anderson & Sons Shelling Inc. (nut processing).

The second panel included employers that were discussing the direction of up and coming automation and AI.  Speaks included: Bendan O’Donnell, Global Category Director for TOMRA Sorting, Inc. (nut production); Gabe Youtsey, Chief Innovation Officer for UC Agriculture and Natural Resources; and Dirck Schou, CEO, Taqtile (manufacturing equipment).

The Center of Excellence presented on labor projections and current labor market data.

Some of the reoccurring themes included:

  • labor needs
  • labor turnover
  • automation
  • impacts of COVID
  • COE presented on automation and artificial intelligence in our region
  • the need for students to have skills in a variety of areas
  • communication is a key skill for students to have

SVMA’s New Manufacturing Apprenticeship

On April 27, the Sacramento Valley Manufacturing Alliance (SVMA) presented the first orientation program for employers, educators and candidates interested in the new manufacturing apprenticeship approved by the Department of Labor (DAS approval pending). The apprenticeship is designed to include all manufacturing careers. It combines paid on-the-job training with classroom instruction to prepare workers for highly-skilled careers and supports employers in recruiting and retaining a skilled workforce. The program will launch with a focus on a CNC machinist pathway but will eventually include pathways leading all the way to Manufacturing Engineer. Watch the SVMA Apprenticeship Orientation program. SUMMARY

Unemployment— In February 2021, county unemployment rates in the Far North averaged 8.1%, a drop of just 0.2 percentage points from January. Unemployment rates in the Greater Sacramento (North) counties dropped 0.4 percentage points, falling to 7.3% in February. Unemployment rates fell slightly at a similar rate in March.

Labor Force— The Far North’s labor force totals (unemployed and employed workers) show encouraging signs of growth, but they remain 3.2% lower than at the beginning of 2018. The Greater Sacramento region’s labor force totals appear to have risen above pre-pandemic levels.

Industry Sectors—Health care, construction, and transportation and logistics show resilient jobs numbers. Public sector jobs appear to be back on track to make a full recovery. Manufacturing displays concerning numbers; jobs in the sector are down 7% from early 2020 in the Sacramento region. The hospitality sector’s jobs totals are still 20% to 30% lower than before the pandemic.

Forever Flexible: Northern Colleges Team Up to Tackle Rising Demand

“Never give up” is more than just a motto for physical therapy assistants. It’s a mantra.  

For the busy professionals tasked with guiding patients around health challenges and impairments, patience is paramount, as a moment of frustration is often a sign that progress is right around the corner.

It’s also the approach that Mendocino and Shasta Colleges are taking with their new joint PTA program — debuting at Mendocino College during the COVID health crisis. With the same spirit of resilience that defines their most courageous patients, students are finding creative solutions to stay on track for these critical careers.

Anne Harvey, who spent two years stuck on waitlists trying to get into a PTA program, is a perfect example. When she was finally accepted to a Bay Area program in her third year of trying, the 200-mile commute from her home in Fort Bragg proved too much stress for her family. Harvey had to withdraw, put her goals on hold, and worked at a family resource center. When that job ended earlier this year, she was back to square one. 

“I had finally thrown out my box of books and notes,” says Harvey.

That’s when a friend told her about Mendocino College’s hybrid Physical Therapy Assistant program, taught in conjunction with Shasta College, and her dream came back into focus.

Melissa Silva always wanted to become a construction inspector for the same union as her two older brothers. But even though she applied three times, she still couldn’t land her dream job.

“I passed the test every time,” recalls Silva. “But the problem with me was the panel interview.”

Realizing the need to shore up her confidence along with her industry knowledge, she enrolled in Cosumnes River College’s Construction Technology program to start digging the trenches for a stronger career foundation.

Soon, the walls that had blocked Silva’s career progress began crumbling down. She immediately took to the CRC program’s hands-on, workforce-focused philosophy and was soon stocking an impressive toolbox, assembling skills in power tool use, carpentry, materials and blueprint reading. Along the way, she picked up her essential OSHA 10 certification, bulldozing yet another barrier to her dream career.

A ROADMAP FOR HIGHER EDUCATION AFTER THE PANDEMIC

A stronger, more equitable future

In partnership with students and education leaders across the state, the Recovery with Equity Taskforce has recast today’s challenges as an opportunity to help California’s economy recover with a post-secondary ecosystem that is more equitable, resilient, coordinated, and aligned with the economic needs of the state.

After the Storm

If the U.S. is going to have a recovery that not only brings the economy back to where it was but also ensures a more equitable future, it is crucial to understand what jobs and skills are likely to drive the recovery. In After the Storm: The Jobs and Skills that will Drive the Post-Pandemic Recovery, Burning Glass Technologies uses our database of more than 1 billion current and historical job postings, along with the best available expert views, to anticipate what jobs will be most important in the post-pandemic labor market. Some key findings from the report include:

  • We project these roles will account for 15.5 million to 18 million new jobs created over the next five years.
  • These jobs represent significant fractions of the labor market: currently 13% of demand and 10% of employment, but in addition they are important inflection points for the economy. A shortage of talent in these fields could set back broader recovery if organizations can’t cope with these demands.
  • Jobs in these new “economies” are projected to grow at almost double the rate of the job market overall (15% vs. 8%).

Strengthening Rural Community Colleges

Community colleges across the country are plagued with tight budgets- caused in part by state disinvestment and chronic

federal underfunding. For rural community colleges, these challenges are even more acute, as their needs are greater and the

costs of providing services higher. The COVID-19 pandemic has only deepened the prosperity gap between rural and non-rural

communities, and it has left rural community colleges struggling to dig their students out of an ever-deepening ditch.

Prior to COVID-19, household incomes in rural areas were close to 20% lower than those in non-rural areas. This gap has

widened significantly since the onset of the pandemic, which has had an outsized impact on small businesses, agriculture

and other industries that are ubiquitous in rural communities

‘Consensus’ on Pell for short-term programs?

The chair of the House Education and Labor Committee on Wednesday reiterated his support to allow Pell grants to cover qualifying short-term training programs, noting that community colleges would play a key role in such an effort.

The issue of expanding Pell eligibility to short-term programs was among the wide range of issues discussed Wednesday at a House Higher Education and Workforce Investment Subcommittee hearing on what higher education will look like post-Covid. Although Democrats and Republicans on the panel — and the witnesses, too — were at odds on many issues, there seemed to be agreement on the need to allow participants enrolled in certain short-term training programs to use Pell.

Butte College Launches Technology-Careers Exploration Summer Institute

Butte College is happy to announce the new Technology-Careers Exploration Summer Institute (TESI) this summer for high school students.  The program includes IT Fundamentals training provided by a Butte College faculty member as well as on-the-job training with local employers.  The goal is to provide high school students the opportunity to discover if they are interested in a career in technology and to increase connections between students, educators, and our tech employers. TESI is also a wonderful way to expose high school students to tech education provided by our North State Community Colleges.

This intensive 3-week summer education and job shadow program gives students exposure to computer careers in the local IT industry by rotating through different site visits with industry partners like Build.com, Lulus, Stratti, Ray Morgan, and Butte County IT. Students also develop professional workplace skills and familiarize themselves with tech professions.

North/Far North COE Economic Update

The North/Far North Center of Excellence is sharing a semi-monthly bulletin of findings on job postings, unemployment, industry measures, and other real-time data. Some data points that we have traditionally used do not reflect the current economic disruption due to COVID-19. The economic update is abbreviated for April. The report in May will contain additional unemployment and industry sector data for February and March.

SUMMARY

Subregional unemployment—In January 2021, unemployment rates remained virtually unchanged from December: 7.7% in the Greater Sacramento (North) region and 8.3% in the Far North. These rates reversed the steady decline in unemployment rates between May and October.

County unemployment—With the exception of Sacramento County, the highest unemployment rates are in rural counties, in particular, Siskiyou County, Lake County, Yuba County, and Sutter County. These counties’ unemployment rates remain above 9%.

Labor force— Labor force data poses concerns for the Far North region, where the numbers of workers have dropped more than six percentage points from 2019 levels and are stagnating. Employment in the Greater Sacramento (North) region has begun a tepid recovery.

Job postings— This economic update presents the top employers, occupations, and skills in jobs postings in advanced manufacturing; business and entrepreneurship; energy, construction, and utilities; health care, information and communication technology and digital media, and public administration for January through March 2021.

Building a Convenient, Classroom-to-Career Network at Sierra College

Jesse Rivera was in the middle of his first job interview when he realized the true power of his Sierra College education.

“The surge of information that came from my professors and my time at Sierra College just flooded out of my mouth,” he says about that fateful meeting with the hiring manager from a Northern California financial tech company. 

Spoiler alert: He got the job. And now, Rivera is a cybersecurity superstar, handling everything from help desk requests to hard drive replacements and network troubleshooting. 

“You are a well-developed person by the time you’re done with the program at Sierra,” says Rivera, who earned his associate degree in Networking and Security, plus three additional certificates in Information Assurance and Cybersecurity.

 Rivera wasn’t born a network whisperer. In fact, it wasn’t until his family was victimized by cybercrime that the career path even occurred to him. After having their identity stolen, Rivera’s parents lost a large sum of money, just as they were trying to pay off their mortgage, and the crisis drove him to understand how online security worked. The professors at Sierra encouraged Rivera until his passion became his profession.

Last Responders on COVID’s Front Lines: Funeral Service Education at ARC

American River College’s Funeral Service Education Program

With the current health crisis hitting hotspots like New York City, funeral homes, cemeteries and crematories are overwhelmed, with funerals delayed and storage running out for those who have passed. Enter the last responders, heroes behind the scenes who take care of the departed and give closure to their loved ones. 

“Thinking of these bodies in bags just waiting there, for me, it’s pretty heart- wrenching,” says ARC Funeral Service Education student Benjamin Cardinelli, who plans on traveling to the overburdened Big Apple to help lay the deceased to rest. When the National Funeral Directors Association put out the call for volunteers in late April, Cardinelli signed up with a fellow student and two faculty members, including his professor and Program Chair Valarie Rose. 

“That’s what we do as funeral directors, is to give people their closure,” says the brave student, “and then try to do that with as much dignity as possible for the person as well.”

Entering coronavirus “ground-zero” worried Cardinelli. But after speaking with Rose, he decided this was a once in a lifetime opportunity to do the right thing: “I figure, I’m young, I’m mentally and physically fit — I might as well help out my future brothers and sisters in the funeral profession.”

SACRAMENTO, Calif. — The California Community Colleges Chancellor’s Office today launched a bold initiative through its Workforce and Economic Development Division to encourage, harness and develop the inventive talents of communities across the State. The goal of the Invention and Inclusive Innovation (I3) initiative is to catalyze innovation and invention to solve social problems that existed before COVID-19 and those that have been created or amplified by the pandemic.

Health Workforce Initiative is pleased to have supported ELICA Health Care with a workforce training program called the Patients First Initiative: Business Skills Training. Through this initiative, ELICA is utilizing the 38 modules from the Health Workforce Initiative Hi-Touch Health Care: The Critical Six Soft Skills as the foundation curriculum for training for over sixty employees at 10+ locations in Sacramento and Yolo counties and 4 mobile healthcare units with plans to train over 400 employees in the next one to two years. These modules were developed through a grant awarded to Health Workforce Initiative through the California Community College Chancellor’s Office allowing for open source sharing of the training resources.

Success Well MET: Launching Lucrative Careers at Sacramento City College

 

Sacramento City College students get hands-on lab experience. 

 

What does a lucky cup of coffee, a supportive professor and the Mechanical-Electrical Technology (MET) department at Sacramento City College have in common? 

They all helped alumnus Abraham Arellano get over his slump and back on track to his career goals.

Arellano had been struggling to find a job as an electrician and was working in the Sac City cafeteria, trying to make ends meet while earning the MET Certificate and taking ESL classes.

One night, Arellano’s instructor Jonathan Zeh came in for coffee and was taken aback when he saw his talented student working as a barista.

“He knew I used to be an electrician in Mexico,” says Arellano, who worked in the field for more than 15 years before returning to America. “So he asked me, ‘What are you doing here?’”

 

A Builder’s ‘Big Break’: ‘Construction Bootcamp’ Bridges Skilled Labor Gap

Sierra Community College

When it comes to paving the way for crisis-proof careers, Sierra College’s new construction bootcamps are essentially unstoppable.

Beginning in Fall 2019, the College has been connecting students to a suite of three non-credit courses, allowing them to earn their OSHA 10 certifications while networking closely with potential employers… all in just seven to nine weeks.

“The attractiveness of a program like this is that it allows students to explore without losing anything but time — time that will most likely lead toward a passion in their life,” says bootcamp instructor Louie Garcia, Faculty Chair for Construction and Energy Technology at Sierra College. “All you have to do is show up and learn.”

Developed in partnership with the North State Building Industries Association (BIA), the bootcamp affords participants the standard industry requirements and 21st-century skills that businesses need.

Google IT Support Professional Certificate Program offered at 3 Far North Colleges!

Thanks to the dedication and commitment of our Far North Colleges we continue to make progress toward improving our Community College IT programs.  This is a focused effort to help our students land the fast-emerging IT jobs in the wake of COVID and the rising need for IT and cybersecurity skills.  Keeping current technology curriculum up to date in our classrooms is one of the hardest challenges we face.  Taking advantage of industry created competency-based curriculum solutions like the Google IT Support Professional Certificate Program is a way toward solving this long existing problem in our schools.

This program is offered by the non-profit arm of Google (Grow with Google) and it is important to note that the curriculum is not specific to Google products.  The content introduces learners to troubleshooting, customer service, networking, operating systems, system administration and security and is intended for beginners – no prior experience is required.  It is a partnership with CompTIA (Computing Technology Industry Association), the leading provider of vendor-neutral IT certifications in the world and the content aligns with the IT Model Curriculum approved by the Chancellors Office.

The researchers studied 118 rural public institutions, the vast majority being regional colleges, though they also included a few research and land-grant institutions. Some in the sample were also minority-serving institutions.

RHT RDs and Rouxbe: A Statewide Resource for CCC Culinary Instructors

The COVID-19 pandemic has caused critical disruptions to the successful delivery of lab-based instruction in career and technical education, particularly in the Retail, Hospitality and Tourism sectors. Across California, community colleges moved rapidly to suspend in-person, hands-on culinary education in March 2020, with the disruptions persisting through today in many cases.

In this climate, BACCC RHT RD Audrey Le Baudour identified a potential resource in Rouxbe, an industry-approved culinary curriculum that incorporates a wide range of digital lessons, exams and interactive assignments presented in a variety of languages.

Heroes and Head Starts: Answering the Call of Bilingual Early Childhood Education

Butte College

 

Some would say that success in life is not about where you start, but where you end up. Irma Gonzalez Cuadros is not one of those people. 

To understand what makes an everyday superhero like Cuadros tick, you’ve got to understand her origin story: Born and raised in Mexico. Immigrated to the U.S. in 1989 with a teaching credential, but almost no English skills. Struggled to learn a language and earn a living, until she finally found her Fortress of Solitude: a place called Butte College.

“I tell my students that back in the day, I had it very hard,” says Cuadros, now mentoring students with similar struggles as a professor of Early Childhood Education. “I didn’t know where to start.”

For more than a decade, Cuadros has been teaching ECE classes in Spanish at Butte College. After the tumultuous start she had, she considers it her calling. 

“My classes weren’t available in Spanish, and I had to study twice as much as any other student,” says Cuadros, who began her ECE hero’s journey as an assistant teacher in a migrant Head Start program. “But my students have the opportunity to learn in their home language.” 

Humboldt’s Humble Heroes: CR Paramedic program provides regional relief

It’s not the disasters averted or lives saved that Doug Boileau thinks about first when reflecting on his career as a first responder in Humboldt County. For the veteran EMT and founder of the North Coast Paramedic program at College of the Redwoods, it’s his influence as an educator that he’s most proud of.

“If I have a legacy in EMS it won’t be because of my own work as a paramedic,” says the 17-year program director and 2009 EMS Educator of the Year. “But rather through all the paramedics that I had a part in training and what they have accomplished.”

 

Humboldt County is quite literally alive with stories of heroism involving North Coast Paramedic program grads. From field rescues in the northern California wilderness, to acts of in-the-moment brilliance on accident scenes, in ERs and even aboard helicopters, the program’s impact has been felt far and wide.

2021-22 Joint Analysis of the Governor’s Budget Proposal

Governor Newsom released his budget proposal for the 2021-22 fiscal year. The proposed budget maintains the state’s recent commitment to paying down liabilities, maintaining reserves, and increasing spending primarily for one-time initiatives. 

 For California Community Colleges, the Governor’s proposal includes around $600 million in funding for one-time and ongoing programs and initiatives. Net new resources for community colleges are limited as the proposal would pay back about $1.1 billion in outstanding deferrals but leave in place a deferral of about $327 million.

Hire Stakes: How a tumultuous 2020 highlighted college-employer partnerships in California

The light at the end of the tunnel may well be a medical assistant’s penlight – or a spark from a welder’s torch. 

After 11 months in crisis mode, California’s economic recovery will no doubt depend on a versatile, educated workforce. And while the events of 2020 clogged college-to-career pipelines in ways that were impossible to foretell, they also managed to toughen the increasingly critical bond between employers and career education.  

“Frontline” employers in the North-Far North, from law enforcement and public services to health, transportation, retail and logistics, relied on their college partnerships to find innovative solutions to meet surging demand. Meanwhile, crisis-affected industries used the “down time” to recalibrate services to align with the emerging future. 

American River College instructor Galen Hartman, who looked to local career education as an employer in the Sacramento Valley for 26 years, may have said it best: “Innovations happen when there is a need.” 

With the “need” becoming more apparent – and innovation ever more essential – the colleges of the North and Far North regions met 2020’s startling challenges with the same “Butte Strong” mindset that sustained resilience in the communities of its most crisis-tempered member institution. 

‘Ag-Vocates’: Regional Collaborations Building the Workforce, Feeding the Future

There’s a supply-and-demand problem cropping up. 

With the worldwide population expected to boom by 2 billion over the next 20 years, the agriculture sector will have to feed more people… with less water and arable land. And while this climate change-induced challenge is essentially global, it hits especially close-to-home for California, the country’s premier agricultural producer and the sole source of crops like almonds, pistachios and walnuts.

“We ag-vocate for agriculture so that people know where their food comes from and appreciate the dedication and hard work that goes into it,” says Carrie Peterson, Regional Director for Agriculture, Water, & Environmental Technology (AGWET) in the North Far North Region. “Most people don’t realize the extent of what it takes to get food to your table.” 

Work may start with farmers and ranchers, but when it comes to Ag, it takes an ecosystem. From food and beverage manufacturing and packaging, to support industries like farm machinery, equipment and supplies, the Food and Ag cluster is a major economic driver in the greater Sacramento region. All told, local industry commands more than $7.2 billion of direct economic impact, according to the latest Ag-Tech Workforce Assessment by Valley Vision.

Higher Ed Budgets for the Post-COVID Era

The COVID-19 pandemic has disrupted the global and U.S. economy more profoundly than any other event since World War II. Just as the subprime mortgage crisis ushered in an 18-month economic decline and an ensuing state budget crisis, the current economic slide threatens to leave us in an even larger fiscal hole. The Great Recession also taught the nation several lessons about higher education. Generally, the more education you have, the more likely you are to remain employed during economic hardship. States with higher educational attainment also see greater economic growth. Conversely, disproportionate cuts to higher education undermine statewide attainment goals. States will often pursue “across-the-board” cuts to institutions in what may appear to be a “fair” way to distribute losses, but this can cause significant harm.

Draft of the Cradle-to-Career Data System Legislative Report

On December 3, 2020, the first draft of the Cradle-to-Career Data System’s first legislative report will be available. Both of the advisory groups will be discussing the draft at their upcoming meetings in December (Policy & Analytics Advisory Group on December 8, 2020 and the Practice & Operations Advisory Group on December 10, 2020), and the Workgroup will discuss the final version at its December 16, 2020 meeting. The draft report can be accessed at both advisory group’s meeting materials links. If you would like to submit any public comments about the report, please visit our Public Comment page here. The report will be sent to the Legislature by December 31, 2020.

Sierra College Hosts Virtual Mentor Night for Entrepreneurs

As a regional innovation center, Sierra College nurtures entrepreneurship and is committed to support locally grown businesses and provide employment. Mentor Nights are offered through the Affiliate Mentor Program (AMP). This dream team of local experts mentor budding entrepreneurs with immediate feedback and access to resources after listening to student questions during the Mentor Night event. Business leaders believe that there is untapped potential at Sierra College and are stepping in to mentor the next generation of startups with honest advice and referral to resources at no charge to increase successful company launches in the region.

How California Community College Vocational programs have adapted to COVID-19

A lot of Career Technical Education programs require a great deal of hands-on experience. In a situation where in-person teaching is inherently dangerous, that’s required a lot of innovation on the part of educators.

More than one-third of prospective college students are reconsidering higher education in light of the coronavirus pandemic. Further, 43 percent of prospective students for one- and two-year programs are looking to delay enrollment, survey finds.

Building a Resilient Workforce

Through funding from the City of Sacramento, Valley Vision partnered with Burning Glass Technologies to analyze job postings in the six county region encompassing and surrounding Sacramento to determine transferable occupations for high layoff job categories.   The webinar was held on December 2, 2020 to review the data and skills needed to rapidly reskill our workforce to available, more resilient jobs.

First Responders: Keeping Our Communities Healthy and Safe in a Pandemic

The Regional Director of Employer Engagement for Health in the North region collaborated with Valley vision to host the Regional EMT/Paramedic Advisory meeting was held on October 30, 2020.  Recognition in this incredibly brave and diligent workforce was a theme that was integrated as a vital thread in supporting these industry partners and students during COVID 19 with so many challenges in keeping the community safe and providing access to care for all communities.

NORTH/FAR NORTH ECONOMIC UPDATE

he North/Far North Center of Excellence has been tracking the regional labor market and is launching a condensed monthly newsletter with economic updates. Sign up here.

Unemployment—The unemployment rate declined from 14.3% in April to 8.9% in September in the Greater Sacramento (North) subregion and from 15.4% to 8.1% in the Far North. In Sacramento County, where retail, hospitality, and tourism jobs comprise a larger share of the labor market, the unemployment rate has been slower to improve. Two rural counties, Yuba and Sutter, have the highest unemployment rates in the region.

Labor Force—Data analysis indicates the rural Far North subregion, where the labor force contracted the most, could be more impacted over the long term.

 Industry Sectors—Government sector employment is still below pre-recession levels but has substantially recovered from the worst of its downward trajectory. Leisure and hospitality employment is at a historic low.

 Job postings—Job posting activity has been widely varied. Retail job postings showed a significant increase in both subregions. Construction activity has remained positive, but accommodations and food services activity remains low. Professional services in the Greater Sacramento (North) subregion has generally remained suppressed.

Women vs. Wildfires: On the Front Lines with the LTCC Fire Academy

It’s an unfortunate fact of nature that some of the most beautiful places in the world are also the most vulnerable to disaster. As denizens of the nation’s wildfire capital, it’s a paradox that Northern Californians know all too well.

From the Redwoods of the Lost Coast to the Ponderosa Pines of Plumas, the north half of the state depends on the bravery and versatility of firefighters to keep its forests safe. And for graduates of first-responder CTE programs like Lake Tahoe Community College’s Fire Academy, that first trial by fire can happen pretty fast. 

Just one day after the Academy’s very first cohort graduated in 2007, the Angora fire broke out, quickly spreading to become the biggest wildfire the basin has ever seen. Among those heeding the call to protect the community was Jenny Alustiza, among the first female grads from LTCC’s Fire Academy. 

“She has saved lives,” says retiring LTCC instructor and Academy Coordinator Leona Allen. For the professor, who lost her home in the horrendous Angora fire, the pride in her courageous students is not just palpable, but personal.

“That’s the cool ripple effect about this program…  we know they’re out there being heroes.”

 

Today, Alustiza is a firefighter, paramedic, and the only woman at the Tahoe Douglas Fire Protection District. Last year, out of hundreds of nominees, the Tahoe Daily Tribune named her “Most Remarkable Woman” in the first responder division.

North Far North Collaboration Takes Aim at Advanced Manufacturing Skills Gap

American manufacturers contribute more than $2.4 trillion to the United States economy. Yet, over the next decade, there will be a shortage of 2 million skilled workers to fill industry demand, according to The National Institute of Standards and Technology. 

That discrepancy is why in Northern California, from the Oregon border down to the Sacramento Valley, community colleges are partnering with high schools and industry leaders to forge economic vitality in this critical sector.

Even amid a global health crisis, Advanced Manufacturing remains essential, according to Far North Advanced Manufacturing Regional Director John Schmidt. From companies like Southern Aluminum Finishing in Redding, which “hasn’t missed a beat” in supplying companies like Tesla, to the myriad CNC shops dotting the area, “There have been little to no layoffs in the region of any sizable manufacturer.”

The sector’s secret to remaining robust, according to Schmidt, is collaboration. And nowhere has that synergy been more apparent than in the wake of COVID-19.
